It has long been a known precept of war fighting that a concentrated force invites attack, i.e. Pearl Harbor comes to mind. Many countries have adopted a strategy of field dispersion of forces in times of crisis/heighten tensions. Sweden's Air Force has plans to disperse its fighters throughout the country using tunnels as rivets/field maintenance sites for them and using the road as an airstrip for landing & takeoffs. In World War II, German & Great Britain dispersed its aircraft to prevent a single attack from taking out all of their fighters.
What I'm proposing is that we disperse the ships from our fleet until they're needed. That way any one raid will not destroy a complete fleet.[b]
